Cosmetic Colorants

Cosmetic colorants are regulated under EU Regulation 1223/2009 Annex IV as a positive list: only substances explicitly included on Annex IV may be used in cosmetic products for coloring purposes, subject to the product type and concentration conditions listed. Colorants are identified by Colour Index (CI) numbers, an international classification system maintained by the Society of Dyers and Colourists and AATCC. Regulatory scrutiny focuses on heavy metal impurities, primary aromatic amine decomposition products, and specific restrictions for eye area and lip applications.
