Fragrance Ingredients in Cosmetics

Fragrance ingredients span essential oils (natural plant extracts) and aroma chemicals (synthetic molecules). Under EU Regulation 1223/2009 Annex III, a defined list of fragrance allergens must be declared on cosmetic product labels when present above the leave-on and rinse-off declaration thresholds — and the list is expanding substantially under Regulation (EU) 2023/1545, bringing dozens of additional materials into scope during the 2026-2028 transition window. The International Fragrance Association (IFRA) also issues category-specific concentration limits through its voluntary standards program.
