Skin Conditioning Ingredients
Skin conditioning is the largest functional class in cosmetic formulation. INCI uses the term broadly: humectants that bind water from the dermis, emollients that replenish lipids, occlusives that reduce transepidermal water loss, and protein or amino acid derivatives that improve barrier function. Under EU Regulation 1223/2009, most skin conditioning substances are permitted without concentration limits unless specifically listed in Annex II (prohibited), Annex III (restricted), or flagged in a SCCS opinion.
