The Scientific Committee on Consumer Safety (SCCS) is the European Commission's independent expert body that assesses the safety of cosmetic ingredients. SCCS opinions are the primary regulatory basis for EU Regulation 1223/2009 Annex amendments: when the SCCS concludes a substance is safe at a specified concentration under certain product types, the conclusion feeds directly into Annex III, V, or VI listings. Opinion numbers follow the format SCCS/XXXX/YY where XXXX is sequential and YY is the year.
