Cosmetic Ingredients Restricted Under EU Regulation 1223/2009

EU Regulation (EC) No 1223/2009 on cosmetic products operates on a positive-list approach. Annex II lists substances prohibited from use in cosmetic products. Annex III lists substances that may be used subject to concentration limits, product type restrictions, warning statements, or other conditions. Annex IV lists permitted colorants, Annex V lists permitted preservatives, and Annex VI lists permitted UV filters. The Annex lists are maintained by the European Commission and amended through Commission Regulations based on SCCS opinions. Recent Annex amendments include retinol concentration restrictions, homosalate concentration caps in face products under SCCS opinion SCCS/1622/20, and a substantial expansion of the fragrance allergen declaration list under Regulation (EU) 2023/1545.
