UV Filters & Sunscreen Ingredients
UV filter ingredients absorb or reflect ultraviolet radiation and are regulated under EU Regulation 1223/2009 Annex VI as a positive list: only UV filters explicitly permitted in Annex VI may be used for that function in EU cosmetic products. Common UV filters include benzophenone-3 (oxybenzone), octocrylene, homosalate, avobenzone, ethylhexyl methoxycinnamate, and the inorganic filters titanium dioxide and zinc oxide. The SCCS has issued multiple safety opinions reassessing UV filters in recent years, with notable restrictions on homosalate in face products following SCCS opinion SCCS/1622/20. US FDA classifies UV filters under the OTC sunscreen monograph and has requested additional safety data for several active ingredients under its ongoing review of the monograph.
